A document required for any process or unit that is subject to the Maximum Achievable Control Technology standards in 40 CFR Part 63. This document is required to identify any excess emissions that may be emitted during the start-up, shutdown, or malfunction of the subject unit. If there is one of these events, and the excess emissions and scenario are covered in the SSMP, the deviation is less severe than one which is not covered in the document. Any such event that is not included in the Plan must be included in a revision to the plan within a limited amount of time after the event.
