PMPO is a measure of a speaker to absorb power (volts x amps) from an amplifier and turn it into sound pressure (volume). It's not a very well defined measure, in that music peaks are very transient, and speakers can thus handle quite high levels for quite short periods before overheating or burning out the wires. The question is - how high, and how long.

At the other end of the spectrum, RMS power is the power the speaker will take if it is delivered as a continuous sine wave. This has a specific definition, but a sine wave isn't much like real music. The RMS power is lower because when power is delivered continuously the speaker coils get hot and stay hot.

Speaker manufacturers tend to quote the PMPO power because it is a very much larger number than the RMS power - anything between 4-10x - so seems more impressive to the buying public.

After all that, how loud a speaker goes actually depends on its efficiency - two speakers with the same PMPO or RMS power rating can be very different in perceived volume. The measure here is usually how many decibels of sound pressure you get (1 metre away from the speaker) if you put 1 watt RMS into the speaker; the typical range is 80-90dB for most speakers that are in boxes but for certain types can be up to 100dB.
